Can I get an estimated quote without a license number?

Yes.

You do not need a license number for estimated quotes. An estimated quote can be generated without the PNI's or any other driver's license number or license state. Additionally, you must not use stubbed or fake license information for a driver, since explicit fake data will negatively affect the quoting experience.

For a finalized quote, however, all covered drivers will need to submit their license number.
